The purpose of this updated announcement is to post the site visit details including sign-in sheet, minutes and slide show which was provided immediately prior to the site visit.  See attachments for complete details.


(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


Solicitation number W50S8J-26-Q-0001 is issued as a Request for Quote (RFQ) for construction service to repair the main sewer line and renovate associated facilities in Building 2A at Stratton Air National Guard Base in Scotia, New York. Review the attached "SOW-Spec-Drawings VBDZ252200" for the full details of the project. 


The Project Magnitude is between $750,000 and $1,000,000.


This acquisition is 100% set-aside for small business concerns for NAICS 236220 (Commercial and Institutional Building Construction) with a size standard of $45.0M.


This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov and https://www.acq.osd.mil/DPAP/dars/dfarspgi/current/index.html.



(ii) Pricing must be provided for all line-items. The line-item numbers and items, quantities, and units of measure (including options) are as follows. 


0001 - Base Scope, Repair Sewer Line and Facilities, 1 Job.


0002 - Option 1, Corridor Repair, 1 Job.


0003 - Option 2, Male Locker Room, 1 Job.



Pricing must be valid for 90 Days after quote submission


Construction Wage Rates are applicable to this project are General Decision Number: NY20260002 – 01/30/2026 for Schenectady County, New York.


Performance and payment bonds are mandatory and must be furnished within 10 calendar days after award.



(iii) The 109th Airlift Wing has a requirement to provide all construction services and materials to repair the main sewer line and renovate associated facilities in Building 2A at Stratton Air National Guard Base in Scotia, New York. The existing sewer line is failing, with significant bowing and cracking that results in frequent clogs and soil contamination, necessitating a replacement. The base scope of work includes the replacement of approximately 142 linear feet of sewer pipe, replacement of 27 plumbing fixtures, asbestos abatement in the women's locker room, and a renovation of the affected restrooms, showers, and lounge areas. There are two options, including the repair and retiling of an approximately 2,784 sf corridor (Option1) and a renovation of the 1,200 sf male locker room, including asbestos abatement (Option 2).



(iv) Performance will occur at Stratton Air National Guard Base located at 1 Air National Guard Road Scotia, NY 12302. The project will begin within 14 days following the Notice to Proceed (NTP) and the project shall be completed within 120 days following the NTP.



(v) Provisions applicable to this solicitation are available on the attached "Provisions and Clauses" document.

(vii) Quotes shall be provided electronically to 109.aw.fal.msc.contracting@us.af.mil. Quotes must be provided no later than 10:00 AM EDT on 27 April 2026. The point of contact for this solicitation is MSgt Joshua King and can be reached through this email.



(viii) Funds are not presently available for this acquisition. The Government anticipates funds will become available prior to award as this action has been identified on the National Guard priority list. No contract award will be made until appropriated funds are made available.


Award will be made to the offeror who represents the best value to the Government. Reference provision 52.212-2 on the "Provisions and Clauses" document for the evaluation factors.


A site visit will be offered at 10:00 AM EDT on 15 April 2026. To attend, provide the name of the attendee to 109.aw.fal.msc.contracting@us.af.mil no later than 5:00 PM EDT on 13 April 2026.
