10th Street Reconstruction Project

The County of Riverside Transportation Department is implementing the 10th Street Reconstruction Project (Project No. D1-0051) in the community of Lakeview. The project involves replacing approximately 0.74 miles of asphalt concrete pavement on 10th Street, a secondary highway, between Reservoir Avenue and Wolfskill Avenue. The scope of work includes pulverizing the existing pavement, moisture conditioning, mixing and recompacting materials, and paving with Hot Mix Asphalt. Additional requirements include reconstructing asphalt concrete dikes and driveways, installing energy dissipators with rip rap and cutoff walls, placing safety edges and shoulder backing, adjusting valve cans, hydroseeding, restriping the roadway with markers and reflectors, installing new signs, and performing utility adjustments. The project is managed under work order ZD40051C and task code Z1530, with Frances Segovia serving as the Environmental Project Manager. It is exempt from the California Environmental Quality Act under Section 15301(c) as it does not expand the roadway. Compliance with the Western Riverside County MSHCP is required. Environmental protections include mandatory pre-construction nesting surveys for migratory birds if vegetation removal occurs between February 1 and August 31, and a Burrowing Owl presence/absence survey conducted by a qualified biologist within 30 days prior to ground disturbance.
