(i) GENERAL INFORMATION:
This is a combined synopsis/solicitation for commercial construction services prepared in accordance with the format in RFO Part 12, RFO Part 14 and RFO Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.


(ii) SET-ASIDE & CODES:
This requirement is a 100% Total Small Business Set-Aside.

  • Small Business Size Standard: $45.0 Million
  • Product Service Code (PSC): Y1BZ – Construction of Other Airfield Structures)
  • Budget Parameters: RFO Part 36 no longer authorizes the disclosure of the magnitude of construction projects. The budget parameters for this requirement (Base plus all Options) are $1,250,000 to $1,750,000.

(iii) DESCRIPTION OF REQUIREMENTS:
The 115th Fighter Wing, Truax Field, Madison, WI, has a requirement for the construction of two shelters Alert Government Owned Vehicle (GOV) parking shelters. The project consists of the following Contract Line Item Numbers (CLINs):


  • Base Quote Item (CLIN 0001): This requirement is for the construction of two shelters for Aerospace Control Alert (ACA) mission (1 for ACA Maintenance, 1 for ACA Aircrew), consisting of foundations, lighting, power, and wiring to ACA alarm so as shelter doors open when alarm sounds. SUSTAINMENT: Replace failed asphaltic concrete pavement within the ACA fenced area so as to remove FOD hazard. Demolish 3 temporary structures (2 tents and “grain bin”) on-site to be replaced by these facilities. Relocate storm drain inlet to remove the FOD hazard within alert response vehicle travel path.

Concurrent Execution: If applicable, all optional work shall be performed concurrently with the base requirement. The total maximum period of performance for the entire project, inclusive of the Base and any exercised Options, shall not exceed 181 Calendar Days.


(iv) Pre-Bid Conference:
A pre-bid conference will be conducted on 20 Aug 26 at 10:00 a.m. (central time zone) for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held in Building 1210 at the 115th Fighter Wing, located at Truax Field, Madison, WI. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference.


Due to security conditions, all contractors must register to attend by emailing the Contracting Officer no later than 17 Aug 2026. Email the attached SFS Form 12 with information for all attendees to Lt Col Dave Mattila at the following address:

This information must be provided in advance, 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.


Visitors who are properly registered will be added to the base Entry Authorization List (EAL) and will be able to access the installation with a valid drivers license. Be prepared to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Drivers License (MUST BE A REAL ID), (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.


Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.


A record of the conference shall be made and furnished to all prospective bidders via posting at www.SAM.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids.



For security reasons, all technical and engineering data related to this solicitation will be distributed using the Contract Opportunities (SAM.gov) system. SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with SAM.gov before accessing the system.



Amendments, if/when issued will be posted to https://www.SAM.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons.



(vi) AVAILABILITY OF FUNDS:
Funds are not presently available for this acquisition. The Government anticipates funds will become available prior to award as this action has been identified on the National Guard priority list. Contract award will NOT be executed until appropriated funds are made available.
