This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13.5, Test Program for Certain Commercial Items. The Mission & Installation Contracting Command, Directorate of Contracting, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following: Marker Set, consisting of the following items to be tested in the STRYKER Vehicle: CLIN 0001 Stabilizer Disk, REX P/N 8501000, 80 EA; CLIN 0002 Flag Clip, REX P/N 8517000, 72 EA; CLIN 0003 White Light, REX P/N 8512000-2, 30 EA; CLIN 0004 - IR Light, REX P/N 8513000, 30 EA; CLIN 0005 Mast, REX P/N 8514000, 80 EA; CLIN 0006 Zip Ties, REX P/N 8523000-1, 200 EA; CLIN 0007 Flag, Atom, REX P/N 8505000-1, 80 EA; CLIN 0008 Flag, Bio, REX P/N 8505000-3, 80 EA; CLIN 0009 Flag, Chem, REX P/N 8505000-2, 80 EA; CLIN 0010 Flag, Toxic, REX P/N 8505000-4, 80 EA. The intended delivery date for the item(s) is February 28, 2009. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements, the Government intends to award a sole source contract to REX Systems, Inc., 10684 43rd Avenue, Chippewa Falls, WI 54729-8533. This marker set is a sub system part of an approved Dept. of the Army Weapons System. This vendor is the sole manufacturer/distributor of these products. Efforts to solicit other contractors are being made via this announcement in accordance with FAR 5.2. The anticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other purchases of this nature. All responses received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement not later than 12:00 PM EDT, October 30, 2008. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
