The Army Contracting Command at Aberdeen Proving Ground, on behalf of the Public Works Directorate, plans to award a firm fixed price purchase order on a sole source basis to Simplex Grinnell LP for the supply and technical installation of fire alarm batteries. This procurement will not be competed publicly; however, firms believing they can meet the requirement may submit written notifications for consideration. Simplex Grinnell is uniquely positioned as the manufacturer and original installer of the fire alarm system and batteries at the installation, possessing the proprietary knowledge and technical expertise necessary to replace batteries without compromising system integrity. Market research confirmed Simplex Grinnell as the sole source capable of performing this service. The contract is issued under FAR Subpart 13.106-1(b)(1) and reflects the specialized nature of the equipment and installation services required. The Public Works Directorate has relied on previous engagements where Simplex Grinnell installed and maintains the fire alarm system, reinforcing the decision to proceed without full and open competition this time. The government intends to perform market research in the future to identify and mitigate barriers to competition before subsequent acquisitions. Interested parties had the opportunity to express their interest by a specified deadline, with contract management handled by the Natick Contracting Division and contact available via the designated Contract Specialist.
