The Utah Army National Guard has issued a sole source contract award to Raytheon JPS Communications Inc. for a specific communications equipment package essential for interoperability during all-hazard responses involving UTARNG personnel. The contract includes 13 ACU-M units with network options and their associated cables designed to connect various communication devices such as Vertex, Military MIC, and Motorola radios across multiple frequency bands. The justification for this sole source procurement is based on the unique capabilities of Raytheon's equipment to seamlessly link diverse communication systems, which is critical for maintaining communication flow between military and civilian authorities. Extensive research and market analysis revealed that no other vendor could supply the specified configuration, making Raytheon the only responsible source capable of fulfilling these agency requirements. The acquisition falls under the authority of FAR 6.302-1, citing that no other supplies or services satisfy the agency's needs. Efforts to solicit competition through GSA Advantage confirmed Raytheon as the sole provider offering the complete and technically compatible communications solution. This contract supports the functionality of the Joint Operations Center radio operations with a complete set of cables and devices that meet detailed technical criteria. The justification has been certified by the technical officer responsible and the contracting officer, ensuring the accuracy and completeness of the rationale behind this non-competitive procurement.
