The U.S. Government (USG) is providing this draft Request for Proposal (RFP) W519TC-26-R-A061 information to give potential offerors advance notice of the upcoming Fiscal Years 2027-2032 (FY27-32) 120mm Tank Training Ammunition acquisition. A formal Request for Proposal (RFP) is anticipated to be published in the near future.

1. Draft Technical Data Packages (TDPs) for M1002 and M865A1 Cartridges: Please follow the instructions in the Attachments section of this notice to access these documents. Note that these TDPs have been updated from the draft TDPs previously posted under Sources Sought W519TC-25-R-TANK.
2. Draft Statement of Work (SOW): Covers the FY27-32 120mm Tank Training Ammunition production.

7. Industry Day Information: An Industry Day for the W519TC-26-R-A061 FY27-32 120MM Tank Training Ammunition program is scheduled for September 22 and 23, 2026. The in-person event will be hosted at PM-MAS, Picatinny Arsenal, Picatinny, NJ, and a Microsoft Teams link will be provided for virtual attendance.
This event presents a vital opportunity for industry partners to gain a comprehensive understanding of the technical and logistical requirements for this upcoming multi-year program. In addition, details for the source selection process and timelines will also be provided.
Due to facility constraints, in-person attendance is strictly limited to five (5) personnel per eligible "prime" offeror team, inclusive of all teammates and subcontractors. In order to be eligible, the offeror has to have an approved/active DD2345 to be eligible for attendance.
Government representatives will host One-on-One sessions on September 22 and 23. These sessions are limited and will be allocated on a first-come, first-served basis.

Required Registration Information:
When submitting your request, you must provide the following details:
- Company Information: Company Name (Prime Offeror) and listed teammates/subcontractors.
- In Person Attendee Roster: Full Name, Job Title, Email Address, and Citizenship for each of the maximum five (5) attendees. See Registration Request Form
- Virtual Attendee Roster: At the request of the Prime – See Registration Request Form
- One-on-One Request: Please state whether your team is requesting a One-on-One session.
- Registration forms for the Industry Day must be completed and submitted before Noon Eastern Time 15-Sep-2026.
- PM-MAS will submit all Visitor Request Forms to the Picatinny Security Office for the Industry Day Event and will setup all MS Teams Virtual Links for those off-site attendees.
Note: No foreign national visitor paperwork will be accepted. Foreign Nationals will NOT BE ALLOWED to participate In Person or Virtually for this Industry Day Event.
8. Picatinny Arsenal Access & Security Requirements
To ensure a seamless entry process for the Industry Day, it is vital to communicate the strict security protocols of the military installation. Below are the key security details that should be added directly to the announcement.
Upon entry to Picatinny Arsenal, Visitors must provide/follow the below:
- Primary Identification - All attendees must present a valid Common Access Card (CAC) or a REAL ID-compliant state driver's license/U.S. Passport. If a driver's license is marked "Not for Federal Identification," a secondary valid government photo ID is required.
- Vehicle Access - Drivers must present a valid driver's license, vehicle registration, and proof of insurance at the gate. Rental car agreements are acceptable but must be presented upon entry.
- Gate Processing and Vehicle Searches - Visitors without a DoD CAC card must process through the Visitor Control Center (VCC) at the Main Gate (Building 1136) for a rapid background check and pass issuance prior to driving through the main gate. Visitors must enter through the “Visitor Pass Lane Only” lane.
- All vehicles are subject to 100% search upon entry.
- Visitors will be required to provide visitor pass and valid ID to the Security Guard.
- Prohibited Items - Weapons, ammunition, illegal drugs, and alcohol are strictly prohibited on the installation. Note: Photography and recording devices (including professional cameras) are prohibited unless explicitly authorized.
- Smart Phones are allowed on Post but may not be used to photograph or record anything while on Post.
- Foreign National Vistors - Foreign Nationals are will not be allowed on post for this specific activity. If a Foreign National submits a registration form request for this Industry Day Event, it will be denied.
