155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program is a solicitation issued by the U.S. Army Contracting Command – Rock Island at Picatinny to award up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022. The objective is to develop a manufacturable, cargo-carrying 155mm artillery projectile system with extended range capabilities. The project is structured in two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges exceeding 35 km. The prototypes must be compatible with M777A2 and M109A7 platforms and maintain standard interfaces for existing qualified fuzes. Successful prototype development may lead to a follow-on production contract with a potential capacity of up to 10,000 systems per year. The procurement process has undergone several amendments to align schedules, clarify technical requirements, and extend the proposal submission deadline to November 30, 2026. Key updates include the introduction of dedicated Non-Recurring Engineering (NRE) line items and the alignment of milestones to relative durations after award. Proposals are evaluated based on schedule and technical factors, with schedule being the primary driver for Phase I and technical merit for Phase II, alongside cost/price considerations. Offerors must provide detailed cost-plus-fixed-fee proposals and certify their business status, specifically regarding eligibility as nontraditional defense contractors. Deliverables include engineering and safety test projectiles, design reviews, and technical reports, with final acceptance occurring at the contractor's facility.

RAPID (Robins Agile Practices for Infrastructure Development) at Robins AFB
Solicitation # RAPID-FY27
The Robins Agile Practices for Infrastructure Development (RAPID) program is an acquisition framework established by the 78th Civil Engineer Group at Robins Air Force Base, Georgia. Operating under the statutory authority of 10 U.S.C. section 2808a, the program utilizes Other Transaction Agreements (OTAs) to modernize base infrastructure and execute facility repair and construction projects. By bypassing traditional Federal Acquisition Regulation (FAR) and DFARS requirements, RAPID enables the Air Force to engage directly with commercial builders, including those with limited federal contracting experience, using flexible delivery models such as Progressive Design-Build and Industrialized Construction. The program operates as an umbrella notice active for 12 months, during which the government will periodically publish project-specific Areas of Interest (AOIs). Interested vendors must be registered in SAM.gov and follow a streamlined three-phase submission process consisting of a Solution Brief, an oral Pitch, and a Full Proposal. Awards are determined via direct negotiation for uniquely advantageous solutions or a competitive bake-off among multiple qualified respondents. Evaluation criteria are tailored to each AOI but may include constructability, schedule risk, site logistics, financial stability, and adherence to Unified Facilities Criteria and OSHA standards. Pricing and payment structures are negotiated per project, with the potential for non-competitive follow-on production construction.

Request for Information (RFI) for a Cislunar Space System (CSS)
Solicitation # 10302026-01
The Department of the Air Force is conducting market research via a Request for Information to inform the acquisition strategy for a Cislunar Space System (CSS). The objective is the rapid development and fielding of up to five space vehicles by late CY29 to serve as seed vehicles for a potential future proliferated cislunar constellation. The system requires a comprehensive solution including spacecraft buses, a ground segment for mission management and telemetry, launch integration for government-provided National Security Space Launch boosters, and ongoing operations and maintenance. Technical requirements specify a payload capacity of up to 2,000 kg, power thresholds between 1 kW and 3 kW, three-axis stabilization with 6-DOF thruster control, and the implementation of NSA Type-I encryption. The government is seeking low-risk solutions with minimal non-recurring engineering, prioritizing buses that have flown within the last three years or will complete system-level integration within 24 months. Design life thresholds are set at three to five years with 0.6 reliability, and end-of-life disposal must comply with Orbital Debris Mitigation Standard Practices. Based on the RFI responses, the government may award up to five Firm Fixed Price preliminary design study contracts. Evaluation of respondents will focus on technical, schedule, and production risks, as well as overall execution ability and prior domain expertise in cislunar-qualified vehicles. Responses must be submitted electronically by November 13, 2026, and include a completed Summary Response Template and a technical narrative limited to fifteen pages.
