Construct Sugarcane Research LaboratoryThe solicitation for the Construct Sugarcane Research Laboratory in Houma, Louisiana, issued under number 1232SA26R0027, is a commercial item acquisition conducted in accordance with FAR Part 12 and is exclusively set aside for small business concerns under a Total Small Business Set-Aside, with the North American Industry Classification System code 236220 and a small business size standard of $45 million. All responsible small business concerns are invited to submit proposals, with no separate written solicitation to be issued beyond this announcement. Proposals must be submitted by the deadline of August 14, 2026, at 3:00 PM Eastern Time, with primary point of contact Kelly Wright available via email for inquiries. The solicitation includes ten detailed attachments covering the scope of work, two volumes of technical specifications, architectural and engineering drawings across multiple disciplines, a wage determination for Louisiana, an interactive pricing spreadsheet, and a geotechnical engineering report, all critical to developing a responsive offer. Although key sections of the contract including evaluation factors, pricing, performance periods, inspection criteria, representations, and special requirements are not populated in the available documentation, the inclusion of comprehensive technical drawings and specifications suggests that proposers must demonstrate deep subject matter expertise in commercial and institutional building construction for research facilities. The absence of specified contract value, payment terms, or administrative provisions indicates that these details may be developed post-award or are inherent to the commercial practices governed by FAR Part 12.
