AI Contract Overview
The U.S. Air Force is soliciting proposals under solicitation W50S7S26QA001 for the repair of 46 overhead doors at Scott Air Force Base, Illinois, under a Firm Fixed Price contract structured as a Total Small Business Set-Aside. The work involves corrective maintenance on aging door systems, including repairs to safety stops, wheels, seals, tracks, and panels, with the goal of restoring full operational capability, extending service life, and maintaining aesthetic consistency using approved finishes such as Dark Bronze/Brown. The scope requires strict adherence to Scott AFB Installation Facility Standards, UFC guidelines, OSHA regulations, ASTM-E1557-09 Uniformat II Level 4 for inventory documentation, and the 1992 Clean Air Act prohibitions against ozone-depleting substances. Contractors must submit detailed work schedules, as-built drawings with asbestos markings, inventories of removed and installed systems in Excel format, material submittals via AF Form 3000, and compliance documentation for hazardous material handling and disposal. A site visit occurred on April 22, 2026, at Building 5002, with all attendees required to provide full names and present a Real ID for base access. Proposals are due by May 8, 2026, and must be submitted electronically through SAM.gov, with offerors required to include their Unique Entity ID or CAGE code in all correspondence. The award will be made based on best value using a trade-off approach rather than low price technically acceptable, with no negotiations planned unless deemed necessary. Delivery and performance are site-specific at Scott AFB, with formal acceptance occurring after inspection by the 126th Civil Engineer Squadron. All newly installed components must be bar-coded with specific data elements including facility number, serial number, manufacturer, and warranty expiration. The government requires electronic copies of inventory data on CD/DVD and two physical copies of each submission. No contract value has been disclosed, though a $150,000 bid bond is required, indicating anticipated cost magnitude. Offerors must self-certify as small businesses per NAICS code 236220, and any proposal involving prohibited materials, energy incentives, or scope changes must include supporting documentation. Contract administration will be managed by MSgt Benjamin James as the Contracting Officer, with technical oversight provided by Capt Brett Luithly and Mr. Larry Fuller from the Civil Engineer Squadron.
