MJU-76/B Flare, Countermeasure

Solicitation # FA821326RB005-Solicitation

The Department of the Air Force is establishing a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) for the production of MJU-76/B Thrusted Countermeasure Flares for the U.S. Government and Foreign Military Sales. This firm-fixed-price requirement features a five-year ordering period with a sixth-year option. The acquisition is anticipated to be other than full and open competition with limited sources. Due to the nature of the material, all offerors must possess a valid U.S. security clearance of Secret or higher and comply with the National Industrial Security Program Operating Manual. The government intends to award Basic IDIQ contracts to all qualified offerors who are determined responsible and rated acceptable on non-price technical factors. While the Basic IDIQ is unpriced, the first delivery order is anticipated as a buy-to-budget acquisition with an affordability cap ranging between approximately 9.4 million and 11.8 million dollars. Subsequent delivery orders will be awarded using a tradeoff methodology evaluating price and past performance, with CPARS ratings directly impacting the percentage of award splits. Contractors must adhere to stringent quality and safety standards, including ISO 9001-2015 and specific ammunition and explosives safety surveys. Key deliverables include the production units, Ammunition Data Cards via the WARP system, and First Article Testing of 250 units. Delivery timelines vary by price band, ranging from 12 to 24 months after receipt of order or first article approval. All shipments must comply with detailed hazardous material packaging and marking requirements, including MIL-STD-129 and MIL-STD-2073-1.

Request for Information - Energetics Center of Excellence

Solicitation # W519TC-26-R-0019

Army Contracting Command-Rock Island, acting for the Portfolio Acquisition Executive Agile Sustainment and Ammunition and Project Lead Joint Services, is conducting market research to establish an Energetics Center of Excellence at the Blue Grass Army Depot in Richmond, Kentucky. The initiative seeks to address critical vulnerabilities in the Department of War energetics ecosystem, including aging infrastructure, fragile supply chains, and limited domestic capacity for explosives like RDX and HMX. The government is interested in transformative, commercially sustainable solutions delivered through a Public-Private Partnership that can scale rapidly during surge requirements without relying on recurring government funding for steady-state operations. Desired capabilities include onshoring production of precursors and components, implementing flexible and automated manufacturing, and accelerating the transition of next-generation formulations from lab to full-rate production. All physical infrastructure must be located at the Blue Grass Army Depot and must align with existing Army networks. The government is targeting a rapid implementation schedule of 48 months or less for full project transition and commissioning. While this is currently a Request for Information for market research, the government has indicated a potential intent to award a non-competitive, sole-source Undefinitized Contract Action with a Firm-Fixed-Price ceiling. Responses are due by November 2, 2026, and must include a technical approach, a Rough Order of Magnitude cost estimate, and a sustainable business model.
