155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, solicitation W15QKN26R1C5R, is a Department of Defense effort managed by the Army Contracting Command Rock Island at Picatinny. The government is seeking up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022 to develop a manufacturable 155mm cargo-carrying artillery projectile system. The project is divided into two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges beyond 35 km. The goal is to expand domestic manufacturing capacity and develop modular payload capabilities to support a Milestone C production decision by the fourth quarter of FY29, with potential follow-on production of up to 10,000 systems per year. The solicitation has undergone several amendments, most notably Amendment 0007, which extended the proposal submission deadline to 1500 EST on November 30, 2026, and updated the Statement of Work to reflect an anticipated award date of March 29, 2027. Proposals are evaluated based on schedule and technical factors, with schedule being the most important for Phase I and technical being the most important for Phase II, alongside cost and price. To ensure security and compliance, offerors must submit specific certifications, including Business Status Certifications and DD2345 Military Critical Technical Data Agreements, to access controlled technical data. The program emphasizes the National Technology and Industrial Base, prioritizing sources within the United States, Canada, Australia, and the United Kingdom.

The purpose of this sources sought/market survey is to identify sources capable of manufacturing 20MM M940 Multipurpose Trace Self-Destruct Cartridges, NSN 1305-01-534-2702, Part Number 13011323, DODIC AB07. The yearly anticipated requirement is 950 ,000 cartridges for FY08 and 300,000 cartridges for FY09. Special equipment is required to produce these cartridges. The manufacturing process encompasses, but is not limited to: (1) machining of projectile body metal parts, (2) production of propellant, (3) cartridge case priming and loading w/propellant, and (4) load, assemble, and pack-out (LAP) of the completed cartridges. For each step of the manufacturing process, sophisticated test and measuring equipment are required to ensure the final products comply with Government requirements. Experience in ballistic testing, propellant, and process engineering experience relative to the LAP of these cartridges is essential. An approved ballistic test range, 20mm single shot test (MANN) barrel(s), and an M1 68 Automatic Gun are required to perform First Article and Lot Acceptance Tests on these cartridges. Production support equipment includes material handling systems, tool room equipment, furnaces for heat treat and annealing, metal forming and machining e quipment, anodize and phosphate systems, ultrasonic test equipment, and metrology and metallurgy laboratories.
