155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program is a prototype project under 10 U.S.C. § 4022 managed by the Army Contracting Command-Rock Island at Picatinny. The objective is to develop a manufacturable 155mm cargo-carrying artillery projectile system featuring a multi-functional body capable of accepting interchangeable lethal and non-lethal payloads. The baseline projectile must deliver effects at ranges of 30 km to 35 km when fired from 39-caliber systems and maintain compatibility with M777A2 and M109A7 Paladin platforms. The government intends to award up to two prototype Other Transaction Agreements (OTAs) consisting of a two-phase development effort, with the potential for follow-on production if success criteria are met. The solicitation process includes strict eligibility requirements, prioritizing small businesses and nontraditional defense contractors. Offerors must provide comprehensive business status certifications and adhere to rigorous proposal formatting, including specific page limits and the separation of cost data into a dedicated volume. Technical data access is restricted and requires the submission of a Technical Data Request Questionnaire and a Military Critical Technical Data Agreement. Evaluation for award is based on a combination of schedule, technical merit, and cost, with schedule being the primary factor for Phase I and technical performance being the priority for Phase II. The response deadline was extended via amendment to October 30, 2026.
