Large Penetrator Warhead Case Assembly Production:
This notice serves as the solicitation for the Large Penetrator Warhead Case Assembly Production. The Attack Weapons Branch (AFLCMC/EBDP), Attack Division (AFLCMC/EBD), Armament Directorate (AFLCMC/EB), Eglin AFB, FL, plans to award a Firm-Fixed Price/Cost-Type multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the production of Large Penetrator Warhead Case Assembly Production. The manufacturing of the warhead cases and all components shall be in accordance with the Government-owned and provided Technical Data Packages (TDP). The Controlled Unclassified Information (CUI) documents and TDPs will only be provided to those contractors that are registered and active in the Joint Certification Program (JCP) through the Defense Logistics Agency (DLA).
A copy of the current known Technical Data Packages (TDP) and Controlled Unclassified Information (CUI) referenced within the Request for Proposal (RFP) are contained in a controlled document containing Controlled Unclassified Information (CUI), Distribution F. To receive the TDPs, interested parties must officially request these documents in writing, via e-mail, with a valid DD Form 2345 to S. Shane Wagner at steven.wagner.13@us.af.mil and Christy Cross at christy.cross.2@us.af.mil.
The TDPs will only be sent to interested vendors with a valid DD2345 via DoDSAFE. If the TDP has to be distributed to a subcontractor, the Offeror shall request permission from the Point of contracts listed above.
The TDPs will only be sent to the data custodian listed within the Joint Certification Program (JCP) system. Please ensure your information is up to date to not delay distribution. Any recipient of the export controlled information shall be a U.S. citizen or a person admitted lawfully into the United States for permanent residence and is located in the United States.
Upon verification of the offeror’s status and acknowledgment of responsibilities under U.S. export control laws and regulations, the requested TDP will be provided via the Army’s Department of Defense Secure Access File Exchange (DoDSAFE) website, https://safe.apps.mil/.
The Government intends to award up to four contracts utilizing the Highest Technically Rated with a Fair and Reasonable Price Approach. However, the Government reserves the right to award to fewer, or none based on vendor responses with no obligation to reimburse proposal or associated costs to any offeror.
In accordance with (IAW) the National Industrial Security Program Operating Manual (NISPOM), foreign firms or U.S. companies determined to be under Foreign Ownership, Control, or Influence (FOCI) will not be permitted to participate as a prime contractor or subcontractor.
The Government will not provide a hard copy of the RFP. It must be downloaded from SAM.gov. Any future information pertaining to this requirement will be posted on the SAM.gov website. Interested parties should monitor the SAM.gov website for changes or amendments to the solicitation.
Contractors must be registered in the System for Award Management (SAM) database to be eligible for award and must remain registered throughout the life of the contract.
Notice to Offeror:
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
