The U.S. Army RDECOM Contracting Center at Aberdeen Proving Ground, Maryland, plans to award a sole source contract for the procurement of 30mm Armor-Piercing Surrogate (AP) rounds featuring a steel core with a copper rotating band, weighing 400 grams each. This contract will be awarded under Federal Acquisition Regulation (FAR) exceptions allowing for Other than Full and Open Competition due to the fact that only one responsible source, New Lenox Machine Co., Inc., is known to manufacture this specific ammunition using the requisite copper rotating band technology. The intended delivery date for the ammunition is May 1, 2012. While the Government intends to proceed with this sole source award, it is seeking any potential competing contractors to respond within five days of the announcement date, with these responses needing to demonstrate clear and convincing evidence that competition would benefit the Government in future purchases. The acquisition cost has been deemed fair and reasonable based on prior price comparisons for similar items. New Lenox Machine Co., located in Dwight, Illinois, is the sole known manufacturer capable of meeting these specific technical requirements. Any interested parties must provide their interest and capability by 10:00 AM EDT on April 6, 2012. Although the agency is soliciting interest to satisfy FAR 5.2 requirements, the ultimate decision to forego competition lies with the Government. This contract falls under the NAICS code 332994, and the contracting authority is managed by the Department of Defense, specifically the W6QK Acc-apg Director office at Aberdeen Proving Ground.
