Sandia National Laboratories is offering commercial licensing opportunities for US Patent No. 6,253,680, which covers a non-lethal diversionary device designed to stun kidnappers or terrorists without causing injury to hostages. The device, roughly the size of a small soda can, contains a propellant and fine powder arranged so that when activated, the powder is propelled through an opening to create a cloud. This cloud is then ignited to produce a blinding flash and loud bang, designed to be distracting but safe due to its low pressure and the dispersal of the explosive material as airborne powder. Unlike previous stun grenades that use concentrated explosive materials, this device reduces risk to bystanders while maintaining effectiveness. Licenses can be obtained on a commercial basis, with options ranging up to exclusive rights within defined fields of use, subject to reasonable compensation. The device is also reusable, making it suitable not only for operational deployment but also for training purposes. Interested parties are encouraged to contact Sandia for more information regarding licensing terms and use. This opportunity is part of a solicitation posted in 2005 under NAICS code 922120.

Full Description

Sandia National Laboratories is offering commercial licensing opportunities for the following patent. Licensees will have the option to obtain, up to and including, an exclusive license to the patent in a pre-negotiated, defined field of use for reasonable compensation. US Patent # 6,253,680 entitled - Diversionary Device. A diversionary device has a housing having at least one opening and containing a propellant and a quantity of fine powder packed within the housing, with the powder being located between said propellant and the opening. When the propellant is activated, it has sufficient energy to propel the powder through the opening to produce a cloud of powder outside the housing, and insufficient energy to fragment said housing. An igniter is also provided for igniting the cloud of powder to create a diversionary flash and bang, but at a low enough pressure to avoid injuring nearby people. A cheaper, less dangerous way to stun kidnappers or terrorists holding hostages has been developed by Sandia National Laboratories. The non-lethal device - about the size of a small soda can - creates a blinding, deafening, yet ultimately harmless explosion when lobbed into a room. Unlike earlier versions that ignite from concentrated materials, the explosive source in this device fans out as an airborne powder before it ignites, making it less dangerous to hostages. The stun grenade is also reusable, making it feasible as a training tool.
