155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, solicitation W15QKN26R1C5R, is a Department of Defense effort managed by the Army Contracting Command Rock Island at Picatinny. The government is seeking up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022 to develop a manufacturable 155mm cargo-carrying artillery projectile system. The project is divided into two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges beyond 35 km. The goal is to expand domestic manufacturing capacity and develop modular payload capabilities to support a Milestone C production decision by the fourth quarter of FY29, with potential follow-on production of up to 10,000 systems per year. The solicitation has undergone several amendments, most notably Amendment 0007, which extended the proposal submission deadline to 1500 EST on November 30, 2026, and updated the Statement of Work to reflect an anticipated award date of March 29, 2027. Proposals are evaluated based on schedule and technical factors, with schedule being the most important for Phase I and technical being the most important for Phase II, alongside cost and price. To ensure security and compliance, offerors must submit specific certifications, including Business Status Certifications and DD2345 Military Critical Technical Data Agreements, to access controlled technical data. The program emphasizes the National Technology and Industrial Base, prioritizing sources within the United States, Canada, Australia, and the United Kingdom.

The U.S. Government is conducting a market survey to identify qualified U.S. and Canadian manufacturers for aircraft ordnance suspension lugs, specifically models MS3114 and MK3-0. These components, fabricated from 4340 type steel with critical threading and protective plating, are used to suspend various classes of general purpose and practice bombs from fighter jets. The government anticipates awarding a single five year contract with estimated monthly requirements of approximately 1,000 units per item. Interested firms must demonstrate adequate technical capability, manufacturing capacity, and the necessary certifications to handle export controlled technical data. Because the technical data package is restricted under the Arms Export Control Act, offerors must be registered with the U.W./Canada Joint Certification Office to access drawings. Respondents are required to provide a detailed summary of their company capabilities, production rates, and rough order of magnitude pricing for unit costs and First Article Acceptance Testing.
