The solicitation has undergone several amendments, most notably Amendment 0007, which extended the proposal submission deadline to 1500 EST on November 30, 2026, and updated the Statement of Work to reflect an anticipated award date of March 29, 2027. Proposals are evaluated based on schedule and technical factors, with schedule being the most important for Phase I and technical being the most important for Phase II, alongside cost and price. To ensure security and compliance, offerors must submit specific certifications, including Business Status Certifications and DD2345 Military Critical Technical Data Agreements, to access controlled technical data.
