137th SOW Mini-Split Air Conditioning for MSDT

The 137th Special Operations Wing is seeking a qualified small business contractor to procure and install two 2.5-ton mini-split air conditioning units in the Mission Support Desktop Training Room located in Building 1052 at Oklahoma City, Oklahoma. This procurement is a total small business set-aside under FAR 19.5 with a NAICS code of 333415 and will be awarded as a firm fixed price contract. The offering firm must be the primary performing entity, with no pass-through arrangements or third-party broker submissions permitted. All installation work must be completed by licensed HVAC personnel holding current state HVAC/electrical licenses and EPA Section 608 certification for refrigerant handling. The contractor is responsible for the full scope of work including procurement, mechanical and electrical installation of indoor and outdoor units, refrigerant line sets, condensate lines tied to existing water fountain drains, sealing of wall and ceiling penetrations, and removal of debris. Installation must follow manufacturer specifications with zero deviations without prior contracting officer approval and adhere to all commercially acceptable standards as outlined in the Statement of Work and provided drawings. The contract requires submission of pre-construction deliverables within 10 days of award, including a Quality Control Plan, project schedule, and submittal schedule in PDF format with an AF 3000 cover sheet, as well as a power/electrical plan prior to construction. All work must comply with installation security regulations, including background checks processed through the 137th Security Forces Squadron, proper employee identification, and adherence to operational security requirements that prohibit the use of sensitive base information in marketing. The contractor must use the Wide Area Workflow system for invoicing and payment, with specific DoDAAC codes for pay, issue, admin, inspect, and ship-to functions. Performance must be completed and accepted at the destination by July 3, 2026, and full operability of both units must be demonstrated to the government prior to acceptance. Proposals are due by June 29, 2026, at 10:00 a.m. Central Daylight Time, submitted by email, and require SAM registration and completed Offeror Representations and Certifications – Commercial Items. Offers are subject to a 10 percent evaluation price preference for small business concerns that have not waived the preference, with HUBZone small business concerns exempt from the adjustment.
