This contract involves the procurement of five units of a part designated under NSN 6X-1440-LWW020249, identified as "14--AFT LEG SLING, EYE-," with delivery terms FOB origin to Northrop Grumman Systems Corporation in Sunnyvale, California. The Government has issued a notice of intent to negotiate directly with a single source rather than seeking competitive bids, although interested parties may still express interest or submit quotes prior to the award date. The decision not to compete the contract is at the discretion of the Government and will be based on information received in response to this notice. Notably, the part in question exhibits design instability, with ongoing issues in engineering, manufacturing, and performance that have prevented achievement of required design objectives. Significant modifications are planned due to low process yields and marginal test or service performance, which will eventually make the current configuration obsolete and unusable. In the interim, limited acquisition from the existing source is planned while these configuration changes are implemented. The contracting office responsible is the Department of Defense's Navsup Weapon Systems Support in Mechanicsburg, Pennsylvania, and this action is classified as a presolicitation under solicitation number SPM4A111G0006EPDY.
