The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension. Specific provisions are in place for Beyond Economical Repair and Missing on Induction determinations, both requiring DCMA concurrence. Box 1003, Kongsberg, Norway NO-3601 for procurement, on a sole source basis, of two (2) Naval Strike Missiles (NSM), and technical support for the demonstration of the NSM off the flight desk of an LCS class ship. Additionally, Kongsberg is the only qualified producer of NSM and is the only source known to possess the requisite knowledge and expertise to meet DoD requirements. This synopsis is issued for informational purposes only and is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 and DFARS 206.302-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
