The project is funded through a combination of Navy operation and maintenance funds and Foreign Military Sales, with the latter benefiting Japan, Australia, the Netherlands, and Korea. The contract utilizes a mix of fixed price-incentive firm, firm fixed-price, and cost plus fixed fee structures. While the primary site of performance is in Tucson, Arizona, work is distributed across various other U.S. states and the Netherlands. Managed by the Naval Sea Systems Command, the contract was awarded without competition because Raytheon was identified as the only responsible source capable of satisfying the agency requirements.
