The Naval Air Systems Command (NAVAIR) plans to enter into sole source negotiations and award a firm fixed price order to Raytheon Missile Systems under the existing Basic Ordering Agreement N00019-05-G-0008. This contract supports the Joint Standoff Weapon (JSOW) system through the fabrication, assembly, inspection, and delivery of initial spare parts, strictly following the relevant product drawings. The procurement will be conducted on a sole source basis, as Raytheon is uniquely qualified given its extensive history of designing, developing, and modifying the JSOW since the early 1990s. No competitive proposals will be requested, in line with statutory and regulatory provisions that recognize Raytheon as the sole responsible source capable of meeting these agency requirements. Raytheon Missile Systems is the only known supplier capable of fulfilling this requirement, and interested subcontractors should seek opportunities directly with Raytheon at their Tucson, Arizona facility. Contract award is contingent upon finalization of NAVAIR’s requirements and registration in the Department of Defense’s Central Contractor Registration (CCR) database. The government makes no guarantee of issuing a solicitation or awarding a contract and disclaims any financial responsibility for expenditures made prior to the formal contract award. Questions or additional information can be directed to the designated contract specialist or contracting officer at NAVAIR.
