The Naval Air Systems Command (NAVAIR) intends to negotiate and award an order under the to-be-negotiated Basic Ordering Agreement (BOA) N0001927G1005 to General Atomics-Aeronautical Systems, Inc. (GA-ASI), for development, modification and integration of the Cloudsurfer pod (CSP) in the “MQ-9A MUX MALE UAS.” (Reaper Marine Air Ground Task Force Expeditionary (MUX) Medium Altitude Long Endurance (MALE) Unmanned Aerial System (UAS)).  GA-ASI will serve as the prime system integrator and will coordinate with subcontractors to integrate the CSP capability. The CSP order requires recurring and non-recurring engineering, investigations, analyses, surveys, and studies; training and associated support; hardware and support equipment, including kits, consumables, materials, spares, and repair parts; programmatic, engineering, logistics, and other technical support. Award of this action is required by September 2027.

For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." GA-ASI is the sole designer, developer, manufacturer, and integrator of the MQ-9 unmanned aircraft, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing to the attention of Tiffany Horty using the contact information provided in this synopsis. Companies interested in subcontracting opportunities should contact GA-ASI directly at contact@example.gov.

SIGHTING POLE ASSEM
Solicitation # SPRPA125QLR46
This solicitation seeks the supply of a Sighting Pole Assembly classified as a flight-critical component for use in naval aircraft launch and recovery systems, where failure could result in catastrophic consequences including loss of life or aircraft. All items must be manufactured strictly in accordance with Drawing 3429AS2140 Revision D and associated drawings, with compliance to MIL-STD-130 for item identification and traceability requirements. Only contractors who have obtained prior engineering source approval from Naval Air Systems Command are eligible for award, and new suppliers must submit extensive documentation including configuration drawings, process sheets, production records, and comparative analyses demonstrating equivalence to previously approved parts. The contract mandates 100% inspection of critical, major, plating, hardness, and non-destructive testing characteristics, with sampling governed by ANSI Z1.4 at AQL 1.5 for tight-tolerance features and AQL 4.0 for minor characteristics. A rigorous First Article Test is required unless a waiver is requested and substantiated by evidence of identical prior deliveries to the government or OEM within the last three years from the same facility. Offerors must submit two pricing tiers—one with and one without First Article compliance—and must notify the government fourteen days in advance of testing, with all test data and certifications included in packaging marked explicitly. The contractor assumes full financial and operational risk for production prior to First Article approval and must retain all manufacturing and inspection records for seven years. All work is conducted under emergency acquisition authorities, and the item is designated as critical material requiring heightened quality controls and government oversight throughout production and delivery.

MH-60R Airborne Low Frequency Sonar (ALFS) Weapon Replaceable Assemblies (WRA) Support and Sustainment
Solicitation # N0001926RFPREQAPM2990566
The Naval Air Systems Command intends to negotiate multiple sole-source orders with Thales Defense and Security, Inc. under a Basic Ordering Agreement spanning fiscal years 2027 through 2031. This agreement supports the AN/AQS-22 Airborne Low Frequency Sonar system for the MH-60R Multi-Mission Helicopter, covering product support, development, sustaining engineering, repairs, spares, and logistical services. The scope specifically focuses on Weapon Replaceable Assemblies, including the Transducer Assembly, Reeling Machine, and associated control and interface units, to mitigate obsolescence for the U.S. Navy and Foreign Military Sales customers. The first planned task order under this agreement involves a sustaining engineering evaluation of three Government Furnished Equipment Specialized Test Equipment benches. Thales Defense and Security, Inc. is identified as the sole source for this requirement because it is the U.S. subsidiary of the original designer and manufacturer, possessing the proprietary technical data, source code, and domestic facilities necessary to perform the work. While the government is pursuing a sole-source award, it is currently seeking capability statements from other responsible sources to verify market capabilities.
