The Naval Air Systems Command plans to negotiate and award a contract specifically covering the additional costs for materials and labor related to the production of the Tomahawk Block IV Torpedo-Tube Launch (TTL) missiles. This contract is a complement to the existing five-year Full Rate Production agreement, which was awarded in 2004 for the Tomahawk Block IV All Up Round missiles and includes pricing variations for two missile types: Surface Ship Capable and Submarine Vertical Launch missiles. The current procurement need is to acquire 42 TTL missiles in fiscal year 2008, and since pricing for the Submarine Vertical Launch missiles is already established, this contract focuses on the incremental costs associated with the TTL variant. Raytheon Missile Systems, the sole developer and manufacturer of the Block IV Tomahawk Weapon System, is the intended awardee due to their unique position as the exclusive holder of all current configuration and manufacturing data for these missiles. Their specialized expertise and proprietary knowledge are critical to meeting the Navy’s timeline and technical requirements. The contract will support the continued supply of these sophisticated weapons, with the Naval Air Systems Command conducting operations from Patuxent River, Maryland, and the contract specialist Jennifer A Alvey serving as the point of contact for this acquisition.

Full Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract for Tomahawk Block IV Torpedo-Tube Launch (TTL) delta costs for material and labor associated with the production of the Block IV TTL missiles. The Tomahawk Block IV All Up Round (AUR) Full Rate Production (FRP) contract (five year) was awarded on 18 August 2004. The negotiated FRP contract contains a Variation In Quantity (VIQ) pricing clause for the Surface Ship Capable missile and the Submarine Vertical Launch missile. The US Navy has a requirement to procure 42 TTL missiles in FY08. Since a price was already established for the Submarine Vertical Launch missiles, this synopsis is for the delta costs and effort, over and above the currently priced Submarine Vertical Launch missiles, necessary to procure the TTL missiles. NAVAIR intends to award this effort to Raytheon Missile Systems (RMS), P.O. Box 11337, Tucson, AZ 85734-1337. Since 1994, RMS has been the sole developer, designer, and manufacturer for the Block IV Tomahawk Weapons System. RMS solely possesses the current configuration and manufacturing data for the Tomahawk Block IV missile and the TTL missile, and is the only source capable of meeting Fleet loadout schedules. Because a detailed knowledge and expertise of the Tomahawk Block IV missile is required to conduct tasking under this contract, RMS is the only source capable of accomplishing this requirement.
