L’Office municipal d’habitation de Laval (ci-après : l’Office) désire réaliser dans le cadre du Plan directeur immobilier Val-Martin, un projet résidentiel dans un quadrilatère situé sur la rue Notre-Dame/80e Avenue à Laval. Le projet consiste en la construction de 140 logements, reconnue sous le nom de l’Îlot Sud du projet. L’appel d'offres pour la conception et la construction à forfait portant le numéro 100-25-12 OMHL-IVM-Ilot Sud, visant l’octroi d’un contrat d’une firme ou consortium pour la conception, la réalisation et la livraison de 140 unités de logement incluant la démolition de 118 logements. Conditions: Le donneur d’ordre stipule que le dépôt de (10 %) d’une garantie de soumission constitue une condition essentielle du présent appel d’offres. L’adjudicataire sera tenu, dès la notification de l’acceptation de sa soumission et préalablement à la signature du contrat, de fournir un cautionnement d’exécution correspondant à cinquante pour cent (50 %) du montant du contrat, ainsi qu’un cautionnement pour gages, matériaux et services d’un montant équivalent, conformément aux lois et règlements applicables. À la réception des travaux, l’adjudicataire devra également constituer une garantie d’entretien d’un montant équivalant à (10 %) de la valeur du contrat, valide pour la durée prescrite aux documents contractuels. L’Office veut retenir les services d’un consortium pour les services, la conception, la réalisation et la livraison afin d’assurer la réalisation du projet.
