Call for Solutions - Europe Area Inventory
Solicitation # HQC0102715
The Defense Commissary Agency is seeking a mature commercial partner to provide an automated inventory and audit reconciliation solution for 32 European stores. The requirement focuses on implementing computer vision, sensor workflows, and rapid mobile scanning technologies to execute SKU-level perpetual inventory counts and real-time validation. This solution must operate across diverse environments, including high-volume sales floors, chilled and frozen storage, backroom prep stations, and remote warehouses. The technology must be capable of processing various marking formats, such as EAN barcodes for European items, compressed UPCs, random weight labels for fresh meats and cheeses, and PLU codes for bulk goods. A critical technical requirement is the ability to bridge current legacy catalog and flat-file data exchange formats while providing a modular path for direct integration into DeCA's future SAP digital core. The agency is looking for a long-term partnership for up to five years, with a preference for a period of performance reflecting customary commercial processes, potentially structured as a base period with option periods. All annual inventories are expected to be completed between April and May. This opportunity is being pursued as a Commercial Solutions Opening under DFARS 212.70, with the potential for a fixed-price contract award pursuant to FAR Part 12. Interested vendors must be registered in SAM and PIEE WAWF. The solicitation process is multi-phased, beginning with a Phase 1 Solution Brief due by November 6, 2026. Submissions are evaluated based on technical adequacy and price, with a specific focus on the provider's ability to scale alongside DeCA's enterprise-wide modernization roadmap.

Furnish all labor, materials, equipment, supervision, insurance, and warranty provisions necessary to install a liquid-applied silicone roof membrane system on the Monroe Business HUB facility located at 1401 Stubbs Avenue.
The work includes setting up OSHA-compliant perimeter safety flagging and anchor points, followed by cleaning of the roof surface and parapets to remove debris and oxidation. All pipes, curbs, vents, and perimeter wall flashings will be detailed using Progressive Materials FG 400 (or equal) silicone flashing compound, applied six inches onto the roof and up adjacent vertical surfaces. Field lap seams will be pre-sealed with a base coat of Progressive Materials HS 3200 (or equal) silicone membrane, applied at a minimum thickness of 25 mils. The entire roof surface will then receive two successive coats of Progressive Materials HS 3200 (or equal) silicone membrane, each applied at a rate of 1.75 gallons per 100 square feet, resulting in a fully adhered membrane thickness of 35–38 mils.
The completed system should be covered by a minimum 10-Year Labor and Material Warranty.
