The Defense Commissary Agency is seeking a mature commercial partner to provide an automated inventory and audit reconciliation solution for 32 European stores. The requirement focuses on implementing computer vision, sensor workflows, and rapid mobile scanning technologies to execute SKU-level perpetual inventory counts and real-time validation. This solution must operate across diverse environments, including high-volume sales floors, chilled and frozen storage, backroom prep stations, and remote warehouses. The technology must be capable of processing various marking formats, such as EAN barcodes for European items, compressed UPCs, random weight labels for fresh meats and cheeses, and PLU codes for bulk goods. A critical technical requirement is the ability to bridge current legacy catalog and flat-file data exchange formats while providing a modular path for direct integration into DeCA's future SAP digital core. The agency is looking for a long-term partnership for up to five years, with a preference for a period of performance reflecting customary commercial processes, potentially structured as a base period with option periods. All annual inventories are expected to be completed between April and May. This opportunity is being pursued as a Commercial Solutions Opening under DFARS 212.70, with the potential for a fixed-price contract award pursuant to FAR Part 12. Interested vendors must be registered in SAM and PIEE WAWF. The solicitation process is multi-phased, beginning with a Phase 1 Solution Brief due by November 6, 2026. Submissions are evaluated based on technical adequacy and price, with a specific focus on the provider's ability to scale alongside DeCA's enterprise-wide modernization roadmap.

The Defense Commissary Agency (DeCA) is seeking a mature commercial solution, automated computer vision/sensor workflows, rapid mobile inventory scanning technologies, and streamlined data integration platforms capable of executing SKU-level perpetual inventory counts and real-time validation across complex retail floors and storage warehouses in their 32 European stores.

DeCA European commissary operations span varied physical configurations, including high-volume customer sales floors, chilled and frozen storage, backroom prep stations, and remote warehouse staging areas. Retail items include standard domestic packaged goods, European-sourced items (EAN barcode format), compressed UPC (6/7/8-digit), fresh meats and cheeses with variable weights (random weight labels), and bulk goods with Price Look-Up (PLU) codes. DeCA is seeking to have all inventories completed from April –May. Please see attached document for desired schedule and examples of inventory markings.

DeCA is actively advancing an enterprise-wide modernization roadmap, including an upcoming transition to an SAP-supported enterprise resource planning (ERP) environment. Consequently, DeCA requires a commercial partner whose technical architecture can scale and grow with the Agency—bridging current legacy catalog/flat-file data exchange formats today while natively enabling modular, direct integration into DeCA's target SAP digital core in subsequent years.

Our objective is to establish a long-term partnership with a provider whose technology, service model, and commercial terms align with our commitment to delivering reliable, value driven solutions. DeCA seeks solutions that will provide this support for up to five total years, requesting that solutions propose a Period of Performance (PoP) that reflect customary commercial processes. The Government reserves the right to adjust the proposed PoP to align with mission requirements, funding availability, and applicable regulatory limitations, including structuring the award as a base period with one or more option periods at the Government's discretion.
