The purpose of this amendment is to add the following to the technical proposal section of the attached FAR Part 12 Synopsitation:


Primary Flight Canopies (Paragliders):
The system must include two (2) distinct primary paraglider wings per set to support varied operational weight profiles:


  • Unburdened/Agile Wing: One (1) wing sized approximately 23 to 25 square meters, optimized for standard operator weight without heavy payloads ("slick" flight).
  • Heavy Payload Wing: One (1) wing of a larger size, approximately 26 to 28 square meters, certified to safely lift, maneuver, and land the operator plus a minimum 80 lb integrated rucksack payload.
  • Visual Signature: Both wings must be manufactured in a solid, muted tactical color (e.g., grey, olive drab, or coyote brown) and feature no large, high-visibility commercial logos.

"Tactical color and low-visibility logo requirements apply only to components externally visible during standard flight operations (e.g., primary glider canopy, harness, and motor frame). These visual requirements do not apply to internal emergency equipment, such as the reserve parachute canopy."


Except as provided herein, all other terms and conditions of the solicitation remain unchanged and in full force and effect.


The purpose of this amendment is to extend the due date for receipt of quotes and notify vendors of an upcoming addition to the requirement specifications.


Specifically, this amendment makes the following changes:


  1. Extension of Quote Due Date: The deadline for receipt of quotes is hereby extended.


    • Previous Due Date: Friday, July 24, 2026, 10:00AM EST

    • New Due Date: Friday, July 31, 2026, 10:00AM EST

  2. Addition of Specifications (Forthcoming): This extension is granted to allow the Government sufficient time to incorporate additional specifications for a parachute that was not included in the original solicitation document. An additional amendment providing these specifications will be issued shortly.


Except as provided herein, all other terms and conditions of the solicitation remain unchanged and in full force and effect.


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Subject solicitation is issued as a Request for Quote outlined below.  This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


FUNDING: Funds are not presently available for this solicitation. No award will be made unless funds become available to make payment under an order. The government reserves the right to cancel this solicitation at any time without any obligation to the offeror by the government.
