15 -- 15 ? Non-Recurring Engineering and Retrofit Kits for MH-60R/S Flight Management Computer Upgrades

The Naval Air Systems Command (NAVAIR) plans to negotiate and issue a firm-fixed price delivery order under an existing basic ordering agreement with Lockheed Martin Systems Integration-Owego (LMSI-O) for non-recurring engineering work to support the upgrade of Flight Management Computers (FMC) in MH-60R/S aircraft. This effort includes the development and production of approximately seventy-six retrofit kits. The procurement will be conducted on a sole-source basis in accordance with FAR 6.302-1, as LMSI-O is the exclusive designer, developer, and manufacturer of the FMC system for these aircraft, possessing unique proprietary technical data, specialized skills, and equipment necessary to meet the requirements within the designated timeline. Lockheed Martin Systems Integration-Owego holds the proprietary technology and expertise essential for delivering the supplies and services critical to this upgrade.
