This announcement is an update to a synopsis originally posted on 28 April 2008, referenced solicitation number FA8625-08-R-0000. The ASC/WLSK, formerly the 716th Aeronautical Systems Group (716 AESG) awarded a sole source contract (FA8625-09-D-6485) to Lockheed Martin Aeronautics (LM Aero), 86 South Cobb Dr, Marietta, GA 30063 on 01 February 2009, for Interim Contract Support (ICS) services to sustain C-5 aircraft modified by the Reliability Enhancement and Re-Engining Program (RERP) (hereinafter referred to as the C-5M). This contract provides for the performance of sustainment tasks for RERP peculiar systems, subsystems and/or components of the C-5M. Specific tasks include C-5 RERP System Supply Management, Engineering Support, Software Environment (Support, Modifications, Products and Services), F138 (CF6) Engine Services, Base-Level Maintenance Services, Special Studies and Analyses, Administration and Management Support Services, which remains unchanged. As intended, the Government solicited and negotiated with only one responsible source under the authority of Federal Acquisition Regulation (FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This remains unchanged. ASC/WLS intends to extend this sole source contract to Lockheed Martin Corporation, on or before 01 April 2012 under the authority of FAR 6.302-1. This acquisition will extend the support for the RERP peculiar systems for the C-5M aircraft currently provided by Lockheed Martin Corporation under the ICS contract, until the Air Logistics Command C-5M Contractor Logisitics Support (CLS) contract is awarded. The period of performance for this extension will begin on 01 April 2012 through no later than 31 March 2014. A complete re-procurement data package for neither the legacy C-5 nor the C-5M is available. The Government does not currenly possess all of the C-5 data. ASC/WLS believes that LM Aero is the only known weapon systems manufacturer capable of performing this effort, as they own and/or possess the required data. The contractor must possess and utilize the draft C-5M technical documentation in order to provide the services required by this contract. Since the Government plans to issue a sole source solicition, an additional synopsis will not be issued. The approximate issue date of the solicitation will be 29 July 2011. The approximate response date of the solicitation will be 28 October 2011. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based upon responses to this noticely is solely within the discretion of the Government. Potential subcontractors should contact the Lockheed Martin Corporation directly. The National American Industry Classification System (NAICS), for this requirement is 336411 and remains unchanged. A formal solicitiation will not be issued. The clause at AFFARS 5352.201-9101, Ombudsman, is applicable.
