The US Army Contracting Command, ACC-Redstone, intends to award a Cost-Plus-Fixed Fee contract to General Atomics Aeronautical Systems, Inc. for engineering services supporting the Gray Eagle Medium Altitude Endurance Unmanned Aircraft System. The scope of work encompasses studies, test support, investigations, and activities related to program management, systems engineering, hardware and software engineering, and the fabrication and testing of modifications to enhance the system's functionality and utility. The planned period of performance for these services spans from 2013 to 2017. This contract is being pursued on a sole-source basis under FAR 6.302-1, as awarding the contract to another source would lead to unacceptable delays and a substantial duplication of costs for the government. While the intent is to negotiate with General Atomics, the agency is accepting responses from all responsible sources. Interested parties must submit their responses to the designated point of contact within fifteen days of the notice, though the announcement serves as a notice of intent to negotiate rather than a formal request for competitive proposals.

The US Army Contracting Command, ACC-Redstone, anticipates a Cost-Plus-Fixed Fee (CPFF) contract with General Atomics Aeronautical Systems, Inc., Poway, CA for engineering services for the Gray Eagle Medium Altitude Endurance (MAE) Unmanned Aircraft System (UAS). The effort will include the conduct of studies, test support, investigation, and related activities required to support program management, systems engineering, hardware engineering, software engineering, and fabrication and testing of modifications which the government requires for added functionality or utility to the Gray Eagle. Under the authority of FAR 6.302-1, this contract shall be awarded on an other than full and open competitive basis to General Atomics Aeronautical Systems, Inc. Raymond at contact@example.gov and must be received within fifteen days of this notice. This notice of intent to negotiate a sole source contract is not a request for competitive proposals.
