The contract involves the procurement of a specific frame, part number 65-16032-27, designed for use in the KC-135 aircraft. The order quantity ranges from 5 to 15 units, with a firm delivery deadline set for December 31, 2005. Issued in June 2004 and awarded in July 2004, the contract is a total small business set-aside and is managed through the Oklahoma City Air Logistics Complex at Tinker Air Force Base, Oklahoma. The frame is identified by NSN 1560-00-015-2153FL, and the work must comply with strict proprietary and export control requirements, as the drawings and technical data are proprietary to Boeing and cover sensitive military critical technical information. Interested bidders must hold a current Rights Guard Certificate and be certified by the Defense Logistics Services Center to receive solicitation documents due to foreign disclosure restrictions. The procurement process emphasizes confidentiality and compliance with export laws, requiring submission of DD Form 2345 related to Military Critical Technical Data Agreement. An independent Ombudsman is available throughout the proposal phase to address concerns confidentially without interfering in source selection. Communication for solicitation requests is strictly limited to written, faxed, or electronic submissions, with no telephone requests accepted. Contract negotiation points of contact include Michael S. Payne and Gina C. Johnson, both located at Tinker AFB.
