The Global Hawk program involves the ongoing procurement of unmanned aircraft system assets through fiscal year 2015, managed by the Global Hawk Systems Group at Wright-Patterson Air Force Base. The contract encompasses a wide range of requirements including Systems Engineering and Program Management, development tasks, test infrastructure and evaluation support, logistics, and support for exercises and demonstrations. The scope also covers various system components such as Air Systems, Mission Control Elements, Launch and Recovery Elements, and Enhanced Integrated Sensor Suites, alongside engineering updates, configuration management, flight test demonstrations, integration, sustainment, and contingency operations. Funding values show significant investment across multiple fiscal years, with expenditures planned from FY2001 to FY2015, including Engineering and Manufacturing Development (EMD), Low Rate Initial Production (LRIP), Logistics Support Contracts (LSC), and retrofit efforts. Contract awards are currently on a sole-source basis to Northrop Grumman Integrated Systems due to its unique capabilities as the only responsible source, with the work involving classified information at the SECRET level or higher. Firms interested in subcontracting must demonstrate expertise in manufacturing and integrating UAV and ground system components, managing secure AV sensor suites and data links, subcontractor and vendor management, interaction with government acquisition offices, and maintaining secure facilities and appropriate security clearances.
