15--Procurement for Engineering and Logistics Support for H-60 Aircraft

The Naval Air Systems Command intends to negotiate a combination firm-fixed price, time and material, and cost plus fixed fee indefinite delivery indefinite quantity contract with Lockheed Martin Corporation for non-recurring engineering efforts in support of engineering change proposals for production incorporation and retrofit modifications to correct production, operational, and safety deficiencies as well as improvements to the H-60 aircraft. Efforts will include various trade studies, engineering analyses, engineering investigations, kit integration, trainer and simulator operations, integrated logistics support and problem and software reports. Lockheed Martin is the only known source that possesses the requisite knowledge of and experience with the H-60 mission avionics system, related specifications, manufacturing, integration of airframe and logistics processes required for this effort. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source.
