The Naval Air Systems Command (NAVAIR) plans to negotiate and award a firm-fixed price contract modification to Lockheed Martin Systems Integration-Owego for software development aimed at implementing limited Post Mission Replay capabilities within the H-60 Joint Mission Planning System. This contract modification will be awarded on a sole-source basis under FAR 6.302-1, as Lockheed Martin is the exclusive designer, developer, and manufacturer of the Mission Planning System for the MH-60 aircraft. The company possesses proprietary technical data, unique experience, and specialized equipment necessary to meet the agency’s requirements within the required timeframe, making no other suppliers qualified to fulfill this need. The contract pertains specifically to software enhancements and is identified by the solicitation number N00019-05-C-0076-JMPS-PMR. The effort will be managed under the purview of the Naval Air Systems Command based in Patuxent River, Maryland. While the prime work is assigned to Lockheed Martin, subcontracting opportunities may exist and interested parties are encouraged to coordinate with LMSI-O’s Small Business Liaison Office to explore these possibilities. The principal points of contact for contract management are Contract Specialists Kent R Munro and Christine A Hampel, reachable via official Navy contact channels.
