This contract details the second year of a five-year Basic Ordering Agreement awarded to Raytheon Integrated Defense Systems for the repair of components used in the AN/AQS-22 Airborne Low Frequency Sonar System (ALFS), which is deployed on H-60 aircraft. The repairs will be performed at Raytheon’s facility in Portsmouth, Rhode Island, recognized as the sole source possessing full repair capability due to proprietary technical data and drawings not available from the Government. Although the contract identifies Raytheon as the only approved source, other qualified vendors may submit capability statements and proposals for consideration, provided they meet stringent source approval requirements. These requirements include submission of detailed technical information as outlined in the NAVSUP WSS Source Approval Information Brochure, and Government source approval is mandatory prior to contract award due to the flight-critical nature of the items and the sensitivity of the technical data involved. The Government emphasizes that the timeline for approving new sources is typically too lengthy to delay contract awards, so existing approvals currently dictate procurement to meet immediate fleet support needs. Prospective offerors without current approval must submit all necessary documentation with their proposals, or their offers will not be considered. In cases where approval cannot be processed in time, awards may proceed with Raytheon to ensure uninterrupted support. The contract is managed by the Department of Defense’s Navsup Weapon Systems Support office, with inquiries directed to the Procuring Contracting Officer, Megan Kelly. This procurement is aligned under NAICS code 334511 and is essential for maintaining the ALFS system’s operational readiness through continued repair and overhaul services.
