16--AIR CONDITIONING EQ, IN REPAIR/MODIFICATION OF

The contract pertains to the repair or modification of air conditioning equipment identified by NSN 7R-1660-010198577-VF, with a requirement for 28 units to be delivered FOB origin. Due to the flight-critical nature of the item and the absence of sufficient, accurate, or legible technical data to support full and open competition, the government is restricted to procuring from only previously approved sources. Full and open competition is not feasible because the technical information required to qualify alternate suppliers is unavailable, and the process to approve a new source would delay delivery beyond operational needs. All proposals must come from entities already approved by the Government, or must include complete documentation as specified in the NAVSUP Weapon Systems Support Source Approval Information Brochures for spares or repairs, depending on the nature of the work. The government may proceed with award based on Fleet support needs if source approval cannot be finalized in time.
