The contract involves the procurement of 11 units of a rotary wing blade, identified by NSN 7R-1615-011589679-VH, with delivery terms FOB origin. Due to the critical nature of the part and its specialized engineering and manufacturing requirements, only sources previously approved by the Government's design control activity are eligible for award. This ensures that the unique design capabilities, engineering expertise, and manufacturing knowledge necessary to maintain part quality are preserved. Alternate sources must undergo a rigorous qualification process aligned with government engineering procedures before being considered. The item is flight critical, and the technical data needed for broader competition is either inadequate or economically unavailable, leading to a sole-source acquisition under FAR 6.302-1. Prospective offerors who are not on the approved source list must submit detailed technical information as outlined in the NAVSUP Weapon Systems Support Source Approval Brochures, and any source approval requests must be documented with supporting cover letters. Failure to provide required data will preclude consideration for contract award. The solicitation is being managed by the Defense Logistics Agency Aviation office in Philadelphia, with responses due by April 7, 2026. While this notice is not a request for competitive proposals, all offers received within the response period will be evaluated. The Government reserves the right to proceed with a non-competitive award if source approval processes cannot be completed in time to meet operational needs. Interested parties may access relevant military and federal specifications and standards through designated channels to support compliance and submission requirements.
