The 577 AESG at Wright-Patterson AFB plans to issue sole source modifications to several Original Equipment Manufacturers (OEMs) to increase the ceiling on existing Cost Plus Fixed Fee Engine Technology Improvement Contracts (ETIC) from $45 million to $69 million. The OEMs involved include General Electric Co., Williams International, United Technologies Corporation (Pratt & Whitney Military Engines), and Rolls Royce Corporation. Although Rolls Royce was selected as an OEM vendor, it had not received a delivery order to date. The ETIC program supports ongoing technical analysis, systems engineering, concept development, and other Air Force propulsion projects. Each contractor brings significant experience in propulsion analysis and engineering support across multiple military platforms, supporting the Air Force, Navy, and Army. This notice serves to inform potential subcontractors that modifications to the existing multiple award Indefinite Delivery Indefinite Quantity contracts will be executed on a sole-source basis under FAR 6.302, anticipated in April 2008. It is not a request for competitive proposals but a market research effort to identify interested subcontractors for the expanded contract activities within the NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing). Interested firms are invited to respond by March 6, 2008, providing their business size and applicable NAICS code, with all responses becoming government property. The government clarifies that no payment will be made for information submitted, and this notice does not constrain acquisition methods or constitute a commitment. For subcontracting interest and information, Pamela Ladson at the 577 AESG is the designated point of contact.
