This announcement constitutes a Notice of Contract Action. The 655th AESS Squadron intends to award a contract on a sole source basis to The Boeing Company for the integration, installation, FAA certification and testing of a Large Aircraft Infrared Countermeasures (LAIRCM) on one owned C-40B and six C-40C (three owned and three leased) aircraft. This notice of intent is not a request for competitive proposals. It is anticipated that the contract award will be made as a delivery order (or delivery order modification) to the existing indefinite delivery indefinite quantity contract F33657-01-D-0013. The Government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one known responsible source and no other supplies or services will satisfy the agency requirements, and will be supported by an approved Justification and Approval. Boeing owns the data rights for these aircraft, and is the only contractor that can modify the lease aircrafts. All the aircraft must have the same configuration to minimize cost, avoid duplication of effort and optimize supply chain requirements. The LAIRCM units are to be purchased from Northrop Grumman and provided to Boeing as Government Furnished Property. This proposed contract action anticipates a Cost Plus Fixed Fee contract. Dollar Amount:$10,000,000+ For subcontracting Opportunities, small business may contact The Boeing Company, Attn: Mr. Kevin King at (206) 655-9492 or via email Kevin.M.King@boeing.com
