The Drug Enforcement Administration (DEA) has a requirement for the lease of High Definition Digital (HDD) air-to-ground surveillance equipment. DEA intends to negotiate, on a SOLE SOURCE basis, with Helinet Aviation Services of Van Nuys, California. This procurement will be processed in accordance with the Commercial Items clauses of FA Part 12. Helinet is deemed the only responsible source capable of providing the required services. A Justification for Other Than Full and Open Competition is on file. The estimated period of performance is September 29, 2005 through September 28, 2006 with two successive twelve month option periods. See Note 22.
