NAVSUP Weapon Systems Support Philadelphia is issuing a sources sought notice for the procurement of ten specific items identified by NIIN numbers. The government intends to negotiate this contract with a single source under FAR 6.302-1 because it currently lacks the sufficient or legible data required to purchase these parts from alternative providers. This notice serves as an invitation for eligible contractors to submit capability statements to demonstrate their interest and ability to furnish the necessary labor, materials, and facilities. Interested parties must provide their responses within 15 days of publication for consideration, though the final decision to compete the contract remains at the government's discretion. A critical requirement for this solicitation is Source Approval. Because the government will not delay the award process for pending approvals, any contractor not already approved must submit a complete Source Approval Request package along with their proposal as outlined in the NAVSUP-WSS Source Approval Information Brochure for Spares.

Solicitation # N0038325RD138
This negotiated request for proposal, issued by Navsup Weapon Systems Support in Philadelphia, establishes a requirement for the repair, overhaul, and testing of various components to support the CV-22 aircraft system. The scope of work includes returning assets to a Ready For Issue condition, specifically targeting items such as radar data processors, inertial navigation systems, radar sets, transmitters, receivers, radomes, infrared detecting sets, and antennas. The contractor is responsible for providing all necessary labor, materials, and tooling, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Performance is measured by Repair Turnaround Times (RTAT) ranging from 86 to 269 days depending on the specific National Item Identification Number. The contractor must utilize the Commercial Asset Visibility system for transaction reporting and the Wide Area Workflow system for invoicing. Quality requirements are stringent, requiring adherence to ISO 9001/SAE AS9100 standards and specific calibration protocols. The government intends to make a single award based on a trade-off where past performance is considered more important than price. Key contractual provisions include strict guidelines for Beyond Economical Repair (BER) determinations, Missing on Induction (MOI) protocols, and adherence to MIL-STD-2073 for packaging and MIL-STD-129 for marking.
