The 667 Aeronautical Systems Squadron is considering awarding a sole source contract to Lockheed Martin Missiles and Fire Control Company for the production of thirteen Gunship Multispectral Sensor 2 (GMS2) systems. This contract, planned as a firm fixed price agreement, will cover the production units, readiness spares including turrets and essential Line Replaceable Units, aircraft wiring, associated data, and three years of Interim Contractor Support. The effort focuses on modifying the last 13 AC-130U aircraft to be similar to a previous contract involving four GMS2 systems. This notice is not a solicitation or a promise to issue a contract but serves to inform potential interest in the procurement. The statutory authority for this sole source acquisition is based on specific provisions in the United States Code and the Federal Acquisition Regulation, supported by an approved Justification and Approval. The program office anticipates issuing a formal Request for Proposal within 15 days of the notice and aims to award the contract by the end of December 2007. No costs incurred in response to this notice will be reimbursed by the government.

This is not a Request for Proposal (RFP) Submission. This is a notice of contract action. The 667 Aeronautical Systems Squadron (667 AESS) is contemplating the issuance of a Sole Source Contract with Lockheed Martin Missiles and Fire Control Company, Orlando, Florida. No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. No entitlement to payment of direct or indirect costs or charges to the government will arise as a result of a response to this notice. Authority: The statutory authority, which permits other than full and open competition for this acquisition, is 10 United States Code (USC) 2304(c)(1), as implemented in FAR 6.302-1(a)(2)(ii). This authority is supported by an approved J&A. The program office plans to issue the RFP 15 days from this publication and award this contract by 31 December 2007. The Government anticipates awarding a new Firm Fixed Price (FFP) contract for thirteen (13) Production Units of the GMS2 System. The contract is planned for these systems, readiness spares (turrets and essential Line Replaceable Units), aircraft wiring, associated data, and three years of Interim Contractor Support (ICS). This effort to modify the last 13 AC-130U aircraft in the fleet is virtually identical to the previous effort procuring four GMS2 systems.
