The contract pertains to a Performance Based Logistics (PBL) program designed to support the AN/ARC-210 Multimode Integrated Communications System and the associated COMSEC systems for the Navy, Foreign Military Sales, and other Department of Defense services. This program encompasses systems installed across a variety of Navy and Marine Corps platforms including aircraft, shipboard, and ground-based platforms. The contractor will be responsible for comprehensive logistics support, managing repair, replacement, and overhaul activities to ensure system availability and reliability. Key objectives include maintaining required availability levels, enhancing reliability, processing requisitions efficiently, managing configuration and obsolescence, and providing premium transportation and storage solutions. The aim is to deliver timely and responsive logistics service to the fleet to sustain operational readiness. This solicitation will result in a requirements contract with a five-year base period and an additional five-year option period. Due to the lack of available drawings, technical data, and rights for sharing such data with other entities, the Government intends to solicit exclusively from Rockwell Collins, Cedar Rapids, IA, as the sole source capable of fulfilling the contract under FAR 6.302-1 authority. While this pre-solicitation notice invites other interested parties to express interest or submit capability statements within 45 days, the Government retains sole discretion to proceed without competition based on the responses. The contract will cover a specified list of items identified by their national stock numbers, with the understanding that the list may be adjusted as necessary. The program seeks to establish a sustainable logistics chain under a performance-based framework to ensure system readiness across various defense platforms.
