This notice is a Request for Information (RFI) issued by the Department of Defense seeking feedback from potential sources capable of performing aerospace ruggedized hardware manufacturing and associated hardware and software engineering services. The Government is specifically interested in identifying vendors with experience in manufacturing, software and hardware engineering, testing, systems and configuration management, and quality management that can support the Improved Data Modem (IDM) program. The IDM is an aviation-based multi-channel communication terminal designed to interoperate with tactical digital messaging systems, supporting critical command and control communications across a range of environmental and operational conditions, including harsh temperatures, altitudes, vibration, electromagnetic interference, and strict airworthiness and software compliance standards. Respondents are invited to submit detailed white papers outlining their past performance, manufacturing processes, engineering approaches, and program management capabilities related to complex hardware and software systems akin to the IDM’s requirements. Submissions must follow a specified format, include organizational and technical information, and adhere to size and formatting limits. The Government makes clear that this RFI is solely for information gathering and does not constitute a solicitation or commitment to contract. Responses will be reviewed for capability assessment but will not be scored or ranked, and no compensation will be provided for response preparation. The RFI deadline was April 29, 2015, with questions accepted in writing prior to April 20, 2015. Respondents are responsible for monitoring relevant government websites for any future solicitations that may arise from this effort.
