The contract involves the sole source procurement of two specific 3M products—Grey Applique Film (Part #70-0001-1664-3) and Red Orange Vinyl (Part #7725-414)—used for visible numbering on C-130 Fire Fighting Aircraft. These materials are essential during Modular Airborne Fire Fighting System (MAFFS) training and deployment by the U.S. Forest Service, providing individual aircraft identification. The orange identification numbers are applied over the applique film to protect the aircraft coating, maintain flexibility to prevent damage during flight, and facilitate easy removal when necessary. 3M Corporation is uniquely authorized as the sole manufacturer of this film, which is produced under the Joint Strike Force Program. The film has undergone rigorous testing under various conditions mandated by the U.S. Forest Service, demonstrating no adverse impact on the aircraft. It is only available through 3M Government Sales, and no substitutes have been approved for use on the aircraft. While this is an intent notification rather than a solicitation for quotes or proposals, responsible companies interested in providing information may contact the designated point of contact. The contract is managed by the Department of Defense office located at Peterson Air Force Base, Colorado.
