16WS Cloud Platform BPA

The 16th Weather Squadron is seeking a Blanket Purchase Agreement (BPA) to establish access to a sustainable cloud computing platform via Amazon Web Services (AWS) credits, structured as a Firm Fixed Price contract with a five-year ordering period from August 1, 2026, to July 31, 2031, and a total ceiling value of $500,000. The Contractor must provide AWS cloud services including Elastic Cloud Compute, Elastic Load Balancing, Virtual Private Cloud, Simple Storage Service, and Marketplace offerings, all delivered in the form of credits equivalent to dollar-value expenditures. The platform must support rapid prototype numerical weather products and artificial intelligence-based severe weather decision tools, while enabling collaborative sharing of weather forecasting techniques. All services must comply strictly with Federal Risk and Authorization Management Program (FedRAMP) and the Department of Defense Cloud Computing Security Requirements Guide (SRG), with additional requirements for safeguarding covered defense information under NIST SP 800-171 controls and compliance with security prohibitions and exclusions. The Contractor is prohibited from using internal confidentiality agreements that restrict reporting of wrongdoing, must certify no payments were made to influence federal transactions, and must represent that they do not provide covered defense telecommunications equipment or services from state sponsors of terrorism or the Maduro regime. The BPA will be awarded to a small business set-aside, with no government-furnished property or on-site performance required, and the offeror must be registered in SAM with a valid UEI. Technical proposals are limited to 10 pages and must detail how the offeror meets the Statement of Need, including equipment specifications. Offers must be submitted by July 20, 2026, at 11:00 a.m. CDT, and will be evaluated on technical acceptability first, then by lowest Total Evaluated Price, with award possible without discussion. Payments must be made via the Government Purchase Card and invoiced per call or monthly using Wide Area Workflow, with invoices matching delivery tickets and containing all required Unique Item Identification data for assets over $5,000 in acquisition cost, marked in compliance with MIL-STD-130 and MIL-STD-129. Acceptance occurs at the place of delivery, with items deemed accepted 60 days after delivery if not rejected earlier.
