The Department of Defense, through the 55th Contracting Squadron at Offutt Air Force Base, Nebraska, is conducting a Sources Sought action for a Firm Fixed Price Blanket Purchase Agreement (BPA) titled 16WS Cloud Platform BPA, with solicitation number FA460026A16WSBPA, aimed at securing Cloud Service Provider (CSP) credits to support the 16th Weather Squadron’s mission in delivering rapid prototype numerical weather products and AI-driven severe weather decision tools. The requirement is set aside exclusively for small businesses under NAICS code 518210 and seeks vendors capable of providing AWS-based cloud services with full compliance to DoD Cloud Computing Security Requirements Guide (SRG) standards, specifically the ability to host Impact Level 6 (IL6) workloads in both commercial and designated U.S. Government-only regions. Offerors must be certified Amazon Web Services resellers with active Amazon Partner Status for Resale, and while the government intends to award to a certified AWS reseller, alternate “equal to” proposals may be submitted for consideration. The solution must include root credentials and two-factor authentication hardware tokens for all CSP accounts, ensure government-only access to data hosted in the cloud, and provide monthly cost allocation reporting via CDRL A004. Payment services must be capable of processing credits on behalf of wholly government-operated accounts, with billing tied directly to AWS’s commercial list prices at time of use, and no compensation permitted for unused credits. The BPA will allow monthly invoicing for consumed credits, with a 45-day lead time post-award to establish accounts and implement security protocols. The contract permits use of the Government-Wide Commercial Purchase Card for individual transactions up to $25,000, with delivery orders required for amounts exceeding that threshold. Credits remaining at the end of the 12-month period will be de-scoped and de-obligated, with no carryover or refund.
