Solicitation W50S8F-23-R-0004 is a total small business set-aside request for proposal issued by the 177th Fighter Wing, New Jersey Air National Guard, for fire break clearing and maintenance at the Warren Grove Gunnery Range in Burlington County, New Jersey. Under NAICS code 115310, the contractor is required to furnish all labor, equipment, and supplies to clear trees and underlying vegetation in accordance with the NJ Forest Fire Service 5 Year Control Burn Plan. The project involves widening firebreaks across four specific areas, categorized under CLIN 0001 and optional CLINs 0002 and 0003. Due to the range being located in an environmentally sensitive area, the contractor must strictly adhere to federal, state, and local regulations to protect endangered species and avoid regulated wetlands. The contract will be awarded as a firm-fixed price agreement to the responsible offeror providing the best value. While price is a factor, technical capability is weighted more heavily because the work occurs within an active munitions impact zone where prolonged on-site presence negatively impacts pilot training and combat readiness. Proposals must include a technical capability statement limited to three pages, a completed proposal break-out sheet, and relevant representations and certifications. The period of performance is 90 days, subject to specific blackout dates and a mandatory pre-mobilization conference.
